Councilor Pilar C. Braga continues
to shine as one of the top performers of the Davao City Sangguniang
Panlungsod. Based on the Semi-Annual Performance Report of the 16th Sangguniang
Panlungsod (SP) covering the period of January to June 2011, Braga’s
performance in terms of Council session attendance, committee and public
hearings conducted resolutions, and ordinances sponsored and passed, deserve
recognition.
Prepared
by the SP Secretariat, the Semi-Annual Performance Report places the City
Council’s Committee on Energy, Transportation and Communication chaired by
Braga as the top standing committee with a committee output of 52 resolution,
and 1 ordinance within the first six months of 2011.
Braga
has an almost perfect attendance in 24 council sessions out of 25 with one
special privilege leave and a total of 27 privileges speeches. In terms of
sponsored resolutions, Braga ranks among the first five top performers with 132
sponsored resolutions and ordinances, coming after Councilor Paolo Duterte with
192, Councilor Apostol with 157. Councilor Ibuyan and Councilor Abellera
followed with 100 and 92, respectively.
Councilor
Braga again bagged the most number of Committee Hearings conducted with 18
hearings covering 114 items under the Committee on Energy, Transportation and
Communication. Following Braga are Councilor Cabling with 17 Committee
hearings, Councilor Galicia with 14, Councilor Al-ag with 11 and Councilor
Louie John Bonguyan with 9.
On
the other hand, Councilor Braga leads other Council members with 35 sponsored
ordinances. Braga’s work within the same period resulted in 346 co-sponsored
resolutions, 2 co-sponsored ordinances, 94 proposed resolutions and 35 proposed
ordinances.
Braga
is credited with having authored and passed during the first six months of 2011
the ordinance that required all drivers of PUVs in the City
of Davao to secure an official ID issued by the City Government of
Davao (Ordinance No. 071-11) Presently, Braga is heading the Traffic Code Team
which is working on the formulation and drafting of the Traffic Ordinance of
Davao City. A landmark legislation that Braga wishes to leave to her
constituents before her term as City Councilor ends in 2013.
Aside
from being Chair of the Committee on Energy, Transportation and Communication,
Braga is kept busy attending to other functions as Vice-Chair of the Council
Committees on Appointments & Govt. Reorganization; Education, Science &
Technology, Arts & Culture; and Health and as member of 10 other committees
in the City Council.
